In this document to the Committee of ministers, it was recommended to closely monitor the World Organization of Public Health’s project, “EMF and Human Health,” sent for the approval of norms in this area on the basis of the most advanced scientific information, as well as to admit the public’s concern over the consequences of the exposure to electromagnetic fields (EMF) for human health in connection with mobile phones. At the session, it was also recommended to the governments of various states, who were participants, to include warnings of potential consequences for human health in advertisements for mobile phones. In many countries (USA, Russia, Great Britain, Germany, Italy, Sweden, etc.) National committees for the protection of the population from non-ionizing radiation have been created and are functioning, and also long-term national programs for providing safety to the population from the negative impact of electromagnetic waves, and mobile communication in particular, have been developed.

On February 8 2002, the Russian national committee for protection from non-ionizing radiation issued a statement for the mass media, in which it is said that a decision had been accepted to inform the Russian population about the recommendation concerning the basic rules of safety and hygiene in reference to cellular phones. Preferably they should not be used:

  • by children and teenagers under 16 years of age;
  • by those who are pregnant;
  • by people suffering with illnesses of a neurologic nature, a decrease of mental and physical ability, as well as memory, and insomnia.

Similar recommendations have been accepted in many other countries.
